- Peel and chop 2-3 large potatoes into chunks. Boil in salted water for about 15 minutes until fork-tender, then drain.
- Return hot potatoes to pot, add butter, milk, garlic powder, salt, and pepper. Mash until smooth and let cool slightly.
- In a skillet, heat olive oil. Sauté diced onion and minced garlic for 2-3 minutes. Add ground beef, cook until browned (5-7 minutes).
- Stir in tomato paste and Worcestershire sauce. Add mixed vegetables and beef broth, season to taste. Simmer for 5-7 minutes.
- Spoon filling into a baking dish. Pipe mashed potatoes on top in ghost shapes, leaving some space in between.
