Step-by-Step Instructions for Low Carb Pizza Casserole
  1. Preheat your oven to 350°F (175°C) and grease a 9x13 inch baking dish.
  2. In a large skillet, brown the ground beef over medium heat for about 5-7 minutes; drain any excess fat.
  3. Mix in the softened cream cheese until melted and fully incorporated.
  4. Spread half of the meat mixture in the prepared baking dish and layer with half of the pepperoni and bell peppers.
  5. Pour half of the pizza sauce over the first layer and top with half of the mozzarella cheese.
  6. Repeat layering with the remaining ingredients, finishing with the last of the mozzarella cheese.
  7. Cover with aluminum foil and bake for 25 minutes; remove foil in the last 5 minutes.
