Step-by-Step Instructions

  2. Make Cookie Dough: Combine butter, brown sugar, granulated sugar, and sea salt. Beat until creamy. Mix in egg and vanilla. Fold in oats, flour, baking soda, and cornstarch until a thick dough forms. Reserve 1/2 cup of dough.
  3. Assemble Base: Press remaining cookie dough evenly into the baking pan to form a solid base.
  4. Prepare Fudge Filling: In a saucepan, combine chocolate chips, sweetened condensed milk, heavy cream, vanilla extract, and sea salt. Heat over low-medium, stirring constantly until smooth.
  5. Layer and Bake: Pour the fudge over the cookie base. Crumble reserved dough on top. Bake for 24-26 minutes or until edges are golden brown.
