- Preheat your oven to 350°F (175°C) and prepare a 9×9-inch baking pan lined with parchment paper.
- In a bowl, whisk together the flour, powdered sugar, and salt. Cut in the butter until it resembles coarse crumbs. Press firmly into the bottom of the pan.
- Bake the crust for 15–20 minutes until lightly golden. The crust should be firm.
- Combine granulated sugar, lavender buds, and water in a saucepan. Simmer until sugar dissolves, then steep for 10 minutes and strain.
- In a large bowl, whisk the eggs, then add the lavender syrup, lemon juice, lemon zest, powdered sugar, and flour. Mix until smooth.
- Pour the filling over the baked crust and bake for another 20–25 minutes. The edges should be set with a slight jiggle in the center.
- Let cool on a wire rack for 30 minutes, then refrigerate for at least 2 hours before slicing.
- Dust with powdered sugar and decorate with lavender or lemon slices before serving.
