- Bring a large pot of salted water to a rapid boil. Cook the tortellini for about 3-5 minutes, then drain and set aside.
- Heat olive oil in a skillet over medium-high heat. Season the steak and sear for 3-5 minutes on each side until golden brown. Let it rest.
- In the same skillet, melt butter and add minced garlic, sauté for 1 minute until fragrant.
- Stir in heavy cream and whole milk, simmer for 3-4 minutes until thickened.
- Whisk in Parmesan cheese until smooth. Adjust seasoning as necessary.
- Add sliced steak and tortellini back into the skillet, gently toss in the sauce for about 2 minutes.
- Garnish with parsley, red pepper flakes, and cracked black pepper before serving.
