- In a large mixing bowl, combine ground beef, breadcrumbs, egg, milk, finely chopped onion, garlic powder, and barbecue sauce. Mix thoroughly until well incorporated.
- Transfer the mixture into a lightly greased baking dish, shape into a loaf and bake at 350°F for 30 minutes until browned.
- While the meatloaf bakes, cook elbow macaroni in salted water until al dente, about 6 to 8 minutes. Drain and set aside.
- In a medium saucepan, melt butter and whisk in flour to create a roux. Gradually stir in milk, cooking until thickened, about 4-5 minutes. Mix in cheese and paprika until creamy.
- Pour the cheese sauce over the cooked macaroni and mix well. Layer this over the meatloaf and return to the oven for an additional 15-20 minutes.
- Allow the casserole to cool for a few minutes, slice, and serve warm.
